Our Projects
Icembe Foundation is one of the Implementing Agents contracted by the Department of Cooperative Governance to manage CWP. Icembe has been contracted for Kwazulu Natal from April 2018 to March 2021.
1. WHAT IS CWP
CWP is an area-based programme that is established in a defined local area,
called a site. Sites are usually a ward or municipal area and need formal support
from relevant local government structures.
The Department of Cooperative Governance (DCoG)
handles overall management and contracting. The Implementing
Agents (IAs) are contracted by DCoG to roll out the programme
at a local level and report back to the department. The IA
also work closely with the Province
and Municipalities and report to them on a regular basis.
The CWP is designed to create an employment,
safety net by providing participants with minimum number of
days of regular work,
typically two days a week or eight days in a month.
A normal site has about 1000 participants,
scattered in different wards or villages.
There are different projects under a
site and allocated per ward or village and each project has a Coordinator managing
an average of 24 participants. Each Coordinator is responsible to monitor the participants day-to-day work, including signing of attendance registers, consolidating weekly report of the work done, reporting incidents,
distribution of working tools and personal protective equipment.
At site level, an Implementing Agent
must have site offices and appoint site staff,
including Site Manager, Site Administrator,
Storekeeper and Health and Safety representative.
The office must be fully equipped with furniture, laptops/desktops,
internet connection and must be comfortable.
Responsibility of a Site Manager amongst others
is to conduct weekly monitoring
and evaluation of all the projects under a site.

Examples of CWP projects:
1. Early child development;
2. Setting up gardens;
3. Fencing food gardens;
4. Maintaining roads, graveyards, parks, churches and water pipelines;
5. Doing repairs around local schools and clinics;
6. Repairing dongas;
7. Supply of water tanks, in CWP project areas;
8. Running programmes for orphans and vulnerable children;
9. Maintaining gardens for vulnerable households;
10. Implementing security in the form of guards, where rapes have taken place;
11. Sewing and dress making;
12. Cutting grass in areas that pose danger to society ;
13. Safety and Health monitoring
